Solution:

1) Use 
pipx:

    To install pipx, run:

  •      sudo apt install pipx

     Install package from PyPI:

  • pipx install  <package name>

2) Create a virtual environment using venv

  • sudo apt install python3-venv
  • python3 -m venv venv
  • source venv/bin/activate
  • pip install requests

If you want to leave the virtual environment, you can run:

  • deactivate
